Planning and delegation between specialised agents under a shared budget and permission model.

Question
Can a planning agent delegate to specialists without the whole run becoming unpredictable or unbounded in cost?
Build
A planner that decomposes a task, a small set of specialists limited to defined tools, and a shared budget the planner cannot exceed.
Observation
In the prototype, exposing a fixed budget produced a more conservative planning path than changing prompt structure alone.
Next
Test whether a specialist can decline a task back to the planner rather than attempting it poorly.
